Keswick Angling Association Rules

1. That the Association be named “The Keswick Anglers Association.”

2.   That the Association consist of Adult and Junior members.  Junior members are under the age of 18 year and over 12 on the 1st March of the season for which the membership fee is due.

3.  Management of the association shall be carried out by the Committee. Officers of the committee shall be elected from existing committee members whenever possible, and shall consist of Chairman (three year term of office), Vice Chairman, Treasurer, Secretary and Membership Secretary (1 year term of office).  The committee to consist of up to 12 members (in addition to the officers listed above) of whom four will be elected per annum.  Retiring officers may retain a seat on the committee for 1 year after which they may apply to be elected.  Proposals for election to the committee must be submitted in writing to the Secretary fourteen days prior to the A.G.M, which shall be held in each year.  Committee members must attend a minimum of six meetings per year or forfeit their place on the committee.

4.   Committee meetings will be held once a month.

5.   That only adult members shall be entitled to vote at a General Meeting. If voting papers are issued, then two Scrutineers shall be appointed at that meeting to check such voting papers.

6.   That the Annual Subscription (together with the amount of surcharge referred to in rule 7) for members and visitor charges be laid down at an Annual General Meeting.

7.Subscriptions and applications for membership.

7.1   Members annual subscriptions (at the amounts set in accordance with rule 6) should be paid prior to 1st March. Any subscriptions received later than 1st March but prior to 31st July will be subject to a surcharge set at an A.G.M. Any member who has not paid all the relevant sums due by 31st July will forfeit membership for the current year and will have to re-apply for membership; rules 8, 9 and 10 will apply to all such re-applications.

  7.2    Any application for new membership must be received before 31st July; rule 9 will apply.  

8.  Every candidate for membership shall:-

(a)   Permanently reside within 8 mile radius of Keswick.

(b)   Apply in writing to the Secretary and the election shall be at the discretion of the committee.

9.   That the joining fee be set by the committee and shall apply to new adults members.  A new member is anyone who did not have membership the previous season.

10.  That junior members do not pay any joining fee when first joining or when attaining the age of 18 providing a permit was held whilst a junior.

11Permits and Licences.

11.1 Members must carry their Association permit and appropriate Environment Agency Licence when fishing and must at all times produce same on application from any officer or bailiff of the Environment Agency (EA) or police or of this Association or at the request of any angler who produces their own permit and EA licence.  Failure to do so will result in the angler being required to cease fishing until they are able to produce same.

11.2 Any person fishing shall permit Police Officers, Water Bailiffs, officers or officials of the Association or EA or anyone holding valid permission to fish or a valid licence, to inspect the fish, baits and tackle in their possession.

12. The Committee have full power, without giving any reason, to refuse any applicant a permit to fish, or to cancel any permit that may have been issued.  In particular, anyone who offends against the any Act of Parliament, Bye-law or the rules of the Association and anyone who (in the opinion of the committee) makes him or her self in anyway obnoxious to anglers or the Governing Body shall be liable to be refused a permit.  All money paid for a permit which is cancelled shall be forfeited.  Reinstatement to membership shall be at the discretion of the Committee.

13.  All trout taken measuring less than 10” (ten inches) from the nose to the fork or cleft of the tail shall be returned immediately to the water whether killed or not, with a bag limit of 2 (two) fish per day.

14.  The use of Prawn, Shrimp, Salmon Roe, Cheese, Offal or Bread as bait or any form of ground baiting is strictly forbidden.

15.  All Keswick Anglers Association Rivers are fly only for brown trout and coarse fish and hooks must be barbless or debarbed. (This rule does not apply to salmon fishing.)

16. The use of all spinning baits and lures for Salmon on the river is allowed only when the river is at a suitable height or colour. If in doubt contact the Bailiff.

17. Coarse Fishing.

17.1   All Coarse Fish are to be returned to the water with careful handling.

17.2 For all Coarse Fishing on Keswick Anglers Association lakes (Derwentwater) the use of barbless or debarbed hooks and landing mats is preferred. 

18.  The use or carrying of a gaff is prohibited on all Association water at all times.

19.  Dogs must be kept strictly under control, and members must avoid damaging fences and crops and disturbing animals, and anglers must approach the river by recognised paths.

20. Access and fishing

20.1 When fishing in fenced off areas of river bank anglers shall note that all cutting of vegetation on these is areas is governed by a management agreement with Natural England.  Anglers shall proceed within the fenced off areas by the most direct route from the access stiles and gates direct to the river. Where cut or marked paths exist these must be used as the only route to the river.

20.2 Anglers shall leave all gates - open or closed - just as they find them. If in doubt (e.g. if farm stock look likely to escape from a field) then close the gate.

20.3 Anglers, when fishing downstream, must commence fishing from the head of a pool and must move down the pool if other anglers are waiting to move in behind.

21.  Members must attend at least three working parties in a year if called upon to do so, or permit may be forfeit.

22.  The Committee shall have power to make from time to time such regulations not being inconsistent with these rules as they may deem to be for the well being of the association, subject to review by an Annual or Special General Meeting.

23.  The Committee shall have power to propose amendments or alterations to the Rules for consideration at the Annual General Meeting or a Special General Meeting convened for the purpose.  Any matters to be discussed at an Annual General Meeting must be submitted in writing to the Secretary 14 days prior to Annual General Meeting.

       A Special General Meeting may be convened at the request of a minimum of 15 adult members who should submit the reason for such meeting in writing to the Secretary.

24.  Any matter arising at any meeting which requires decision by voting shall be decided by a majority of votes.  It shall, however, be in the power of the Chairman to take the voting by written ballot, and in the case of equality of votes the casting vote of the Chairman shall be conclusive at all meetings.

25.  A quorum for Committee Meetings shall consist of five (5) and for a General Meeting fifteen (15).

26.  That only a full member of the association can participate in the exchange system with other associations.

27.     That any fishing upstream of Threlkeld Bridge be fly only for trout – strictly no deliberate salmon fishing at any time and any salmon caught to be returned but notified in annual catch returns.

28.     That any person fishing worm in September and October is obliged to carry a disgorger.

29. Failure to return any exchange permit by the specified time may result in the suspension of the offending anglers K.A.A membership

30.  Monetary Gains

30.1  The use of The Association Water for tuition in return for payment shall only be permitted by written agreement of the Committee. The number of approvals will be strictly limited and will be subject to conditions of operations and use.    

31. Winding up of the Association.

31.1. If at any General Meeting of the Club, a resolution be passed calling for the dissolution of the Club, the Secretary shall immediately convene a Special General Meeting of the Club to be held not less than one month thereafter to discuss and vote on the resolution.

31.2 If at that Special General Meeting, the resolution is carried by at least two-thirds of the Full Members the General Committee shall thereupon, or at such date as shall have been specified in the resolution, proceed to realise the assets of the Club and discharge all debts and liabilities of the Club

31.3 After discharging all debts and liabilities of the Club, the remaining assets shall not be paid or distributed amongst the Full Members of the Club, but shall be given or transferred to some other voluntary organisation having objects similar to those of the Club.
